在山东省栖霞这个素以出产优质苹果、花生闻名的农业县级市,有两个农民被当地人称为“能人”,一个叫栾世平,一个叫李明玉。他们虽然来自不同的乡镇,做着各不相同的生意,但如今却相同地与栖霞市的国有企业改革联系在了一起,分别出任两个国有企业的老总和副老总。如果从行政级别划分,市属国企的老总可是个正局级呢,而在此之前,他们仅仅是在“官位”排序中数不着的村党支书。 农民栾世平 48岁的栾世平是栖霞市臧家庄镇大栾家村人。1976年,栾世平从部队复员回到了家乡。1985年春天,他第一个承包了村里的50拖拉机,紧接着又借款购买了一辆解放牌挂车,辛辛苦苦地搞起了运输.两年后即有了银行存款十几万元。
In Qixia, Shandong Province, this is an agricultural county-level city famous for producing high-quality apples and peanuts. Two peasants are called “capable people” by the locals. One is Luan Shiping and the other is Li Mingyu. Although they come from different townships and do different business, they are all now connected with the reform of state-owned enterprises in Qixia City as the two chief executives and vice-presidents of state-owned enterprises. If divided from the administrative level, the chief executives of the municipal SOEs are just the top officials, but before that they were only village party leaders who were not counted in the “official rankings.” Luan Shuping, a farmer, is a 48-year-old Luan Shih-ping, who is a Dalat village in Zangjiazhuang, Qixia. In 1976, Luan Shi Ping returned from his army to his hometown. In the spring of 1985, he first contracted 50 tractors in the village, followed by borrowing money to buy a Liberation Trailer, laboring hard for transportation. Two years later, he had more than 100,000 yuan in bank deposits.
