作为全球最大的发展援助机构,世界银行在业务活动中纳入环境关注,从而支持发展中国家和全球环境问题的解决及生态环境的改善。从另一角度看,世行通过项目融资等方式支持国际环境法。具体表现为:支持发展中国家履行国际环境条约上的义务、提高借款国的环境能力和公众参与;世行环境贷款数额逐年增加,并把全球、地区和国家的环境目标融入世行的国别援助战略以提高环境项目的整体效果;同时,世行以GEF执行机构的身份参与为实现国际环境公约目标的项目融资、技术援助融资及设立环境信托基金。
As the world’s largest development aid agency, the World Bank includes environmental concerns in its operations to support the resolution of developing countries and global environmental problems and the improvement of their ecological environment. From another perspective, the Bank supports international environmental law through project financing and other means. Specifically, it supports developing countries in fulfilling their obligations under international environmental treaties and enhancing the environmental capacity and public participation of borrowing countries. The amount of the World Bank’s environmental loans has been increasing year by year and has incorporated global, regional and national environmental goals into the Bank’s national Assistance strategy to enhance the overall effectiveness of environmental projects; and at the same time, the Bank is participating as a GEF implementing agency in project finance, technical assistance financing and the establishment of an Environment Trust to achieve the objectives of an international environmental convention.
