继针对施工单位项目经理的质量安全责任十条规定出台之后,住房和城乡建设部近日公布了针对建设、勘察、设计、监理单位项目负责人的四个规定,将建筑工程五方责任主体的项目负责人责任全部“落实到人”。这四个规定要求建设、勘察、设计和监理等单位的法定代表人,在建筑工程开工建设前,签署授权书,明确本单位项目负责人,并规定了各单位项目负责人应当承担的质量安全责任及相应的行政处罚。
