Wang Anshi is “China’s reformist in the 11th century.” (Lenin) He personally presided over a vigorous transformation movement in the Northern Song Dynasty. From the very beginning of the reform, he attached great importance to the issue of personnel. He believed that only by building a large number of people who advocate change and who are good at financial management and selecting them as officials at all levels can the law be further developed. Based on this understanding, Wang Anshi considered the links of education, training, selection and use of talents to put forward a comprehensive and systematic reform plan and formed a thought of qualified personnel with unique insights. This paper attempts to make a brief discussion of Wang Anshi’s thinking and practice of talent in order to draw useful inspiration.
