中国共产党《党章》规定,基层党组织要发挥战斗堡垒作用。前些年,社会上有人质疑“战斗堡垒”的说法,认为和平时期继续沿用战争时期的说法不妥当。但是,上海城投原水管渠分公司党支部在确保原水管渠安全运营的实践中体会到,基层党组织发挥战斗堡垒作用,成为改革发展中的中流砥柱,是基层党建践行党章规定、实现党组织使命的必然要求。本文结合企业实际,围绕把党支部建设成为“确保原水管渠安全运营”战斗堡垒的主题,作些粗浅探讨。
