刑侦工作改革是我国公安工作改革的重大内容。近年来,从对刑侦工作理论的“三基础、三手段”的创新,到以“侦审合一”、“责任区刑警中队建设”为主线的刑侦工作方式改革,到以加强现场勘查能力为内容的“统勘制”的倡导实施,到以综合型网络化犯罪信息管理系统、“网上追逃”为特点的刑侦信息化建设,以及到近来对“从人到案”侦查模式的研究、探索,表明对传统刑侦工作由点到面、逐步深入的全方位变革已经成为当前公安工作发展建设的重要标志。
