我国自汉朝起就形成了独特的宰相引咎辞职制度,它是在天人感应理论的基础上,形成的一种发生灾异时皇帝下罪己诏或是策免三公以祈福禳灾的制度。其表面是上天对应于天子的谴吿说的延伸与汉帝消灾灭异的后续,其实质却暗含或伴随有中国古代特有的救灾“方案”与“措施”。两汉引咎辞职对后世封建王朝产生了深远的影响,对当今社会也有借鉴意义。
