泛珠三角区域合作已逾十年,实践中,区域政府被视为是区域一体化的决策者,影响着区域一体化的进程。政府对区域一体化的影响主要是通过签署各种区域合作协议来实现,因此,要研究泛珠三角区域合作,就需要系统分析泛珠三角区域合作政策文本。本文收集了2004-2014年十年间233项泛珠三角区域合作政策文本,按照文本形式、政策年度、合作主体、合作领域、政策工具5个维度进行分析。研究发现,各子区域优先发展领域各异;各子区域在合作进程以及政策工具的使用上存在非均衡性,而这保证了各子区域能够同步实现产业转移及产业结构升级;区域合作尚未从根本上弥补行政鸿沟,纠正政绩竞争思想;政府应有效加强契约式经济工具的使用及政策工具的实施力度。
Pan-PRD regional cooperation has been more than ten years. In practice, regional governments are regarded as the decision makers of regional integration and the process of regional integration is affected. The impact of the government on regional integration is mainly achieved through the signing of various regional cooperation agreements. Therefore, studying the Pan-PRD regional cooperation requires a systematic analysis of the Pan-PRD regional cooperation policy text. This paper collects 233 PPRD regional cooperation policy texts in ten years from 2004 to 2014 and analyzes them in five dimensions: text form, policy year, cooperation subjects, areas of cooperation and policy tools. The study found that sub-regions have different priority development areas; there are imbalances in the cooperation process and the use of policy tools in each sub-region, which ensures that sub-regions can simultaneously achieve industrial transfer and upgrade of industrial structure; It basically makes up for the administrative gap and rectifies the thinking of competition for achievements. The government should effectively strengthen the use of contractual economic instruments and the implementation of policy instruments.
