近接各地人民來信反映:有些地區由於建設需要,佔用墳地,事前不與墳主接洽和進行解释工作,致招致羣衆極大不滿。如太原鋼鐵廠、四川廣元專署、中央地質部西北地質局等單位在進行基本建設中,並會發生平毁烈士墳墓,遺棄屍骨情形,致使烈士家屬極爲憤慨;浙江紹興、諸暨、嵊縣、蕭山等縣某些區鄉及遼西鐵嶺縣阿吉堡子區各村會發生二流子成羣結夥挖掘墳墓,搜索財物事件;江蘇東台縣城郊有少數地方幹部參加掘墓,河南鄧縣第三區白牛西六村藉口解决羣衆生活困難,會領導羣衆挖掘古墓。上述事實,係羣衆來信中所告發的,我們未一一派人查對,可能有不完全符合事實之處,但這是脫離羣衆、招致羣衆反感的行動,其中確有嚴重問题存在,則可肯定。爲此特作如下規定,希各級人民政府切實執行並轉知所屬遵照辦理。一、各級機關進行建築工程需要佔用墳地者,對烈士墳墓,必須會同當地人民政府民政部門妥爲遷移,不得擅自處理;對一般墳墓,應請當地人民政府公告並同時登報在一定期間內(至少一個月)令墳主前來協商遷移,由佔用墳地機關酌給遷移補助費,如逾期無人前來接洽,亦應由佔用
