1984年,省政府领导提出各经济部门负责人包一户企业扭亏增盈的要求后,南漳县财政局由局长卢家辉和分管工业的副局长王光坤带队,组成蹲点包户增盈工作组,对县办棉麻纺织总厂实行一定三年,包户增盈。这个厂原来是由一个街道企业发展起来。到1983年职工人数达到826人,固定资产301万元,每年为国家提供利税近200万元。三年来,他们同企业干部职工一道,冲破困境拓新路,使这个厂不断发展壮大。目前,该厂拥有固定资产1,100多万元,职工2,030人,已成为全省麻纺骨干企业之一。三年中,该厂在归还财政和银行借款的基础上,共提供财政收入770多万元,占全县预算内
