自1998年政府机构改革,农村养老保险由民政部门移交给劳动与社会保障部以来,受管理体制改革、利息持续下调和中央关于农村社会养老保险政策变动的影响,全国大部分地区农村养老保险工作出现了参保人数下降、基金运行难度加大等方面的困难,一些地区农村社会养老保险工作甚至陷入停顿状态。 中国社会科学院《农村社会保障制度研究》课题组成员,最近分别赴长治市、合肥市、福州市、昆明市、杭州市、绍兴市、烟台市、上海市,调查我国农村社会保障制度及社会养老保险工作的进展情况。
