国债也称国家公债、国家债务,国债发行监管是国家运用经济、行政和法律手段对国债发行的各项活动进行监督和管理的活动总和。国债监管体制与相关的投资体制、财政体制的和谐运行息息相关。文章从五方面论述了国债发行监管的出路,指出建立以国债法为中心的监管体制,明确国债发行监管的基本原则和各部门的职责,全面系统地进行监管。
Government bonds, also known as national bonds, national debt, and the issuance of treasury bonds are the sum of the activities that the state supervises and manages the various activities of issuing treasury bonds using economic, administrative and legal means. The bond regulatory system is closely linked with the harmonious operation of the relevant investment system and financial system. This article discusses the way out of the bond issuance supervision from five aspects. It points out the establishment of the supervision system centered on the bond law, clarifying the basic principles of the bond issuance supervision and the responsibilities of various departments and conducting the supervision in a comprehensive and systematic manner.
