一、贯彻党的十四届三中全会精神,更好地完成清产核资工作任务改革与发展是今后一个时期全党和全国人民的两大历史任务。到本世纪末,我们不仅要初步建立起社会主义市场经济体制,而且要在经济发展上达到小康水平,实现社会主义现代化建设的第二步战略目标。为此,我们既要不失时机地深化改革,革除束缚生产力发展的原有体制弊端,又要不断加强和改善经济管理,保证国民经济持续、快速、健康发展。历史的经验证明,改革也好,管理也好,首先都必须做到心中有数,家底清楚,只有情况明了,才能制定出正确的政策和策略,才能达到有量
