Wireless Network Operators’ Dilemma 1. Average User Revenue (ARPU) Although bill rates continue to drop, mobile operators still want to continuously raise their average revenue per user (ARPU). Despite the great potential for voice communications in developing countries, the voice communications market is already saturated in developed countries and operators have to rely on mobile broadband data and video / mobile TV services to increase their ARPU. For the unit price of network resources (US $ / kilobyte), the actual fee charged by operators for mobile data service subscribers is even lower than that charged by operators for traditional voice and SMS services (Figure 2a). Therefore, operators are eager to utilize the existing frequency resources to provide more users with higher bandwidth in a more cost-effective manner.
