朱德公安部队建设思想萌芽于旧中国,在指导新中国公安部队的建设发展中逐步丰富完善。朱德认为公安部队是人民民主专政的工具,为保卫国家和人民的利益,必须建设一支坚强的人民公安部队;公安部队执行的是党的保卫工作,作为人民军队的组成部分,始终是一个战斗队;公安部队必须要坚持群众路线,继承和发扬人民军队光荣传统。朱德公安部队建设思想对于今天武警部队的建设具有重要的现实指导意义。
