创新型特色产业园区系指在园区定位、产业发展模式和路径上特色鲜明的国家高新区。乌鲁木齐高新区对照创新型特色产业园区标准尚存在很多不足之处。今后的发展路径是:第一阶段以创业环境营造和园区形态提升为核心,争取重点产业突破,到2012年形成创新型特色产业园区基本框架;第二阶段是以特色产业发展为核心,以扩大经济规模为目标,到2015年基本建成国内领先的创新型特色产业园区;第三阶段是以特色产业领域的集成应用创新为核心,到2020年建成具有国际影响力的特色产业创新极。
