2001年11月日本内阁总理大臣批准了《关于国家研发评价的大纲性指针》(以下简称为“大纲性指针”),各中央部委遵循“大纲性指针”各自制订具体指针,规定评价方法等,并据此进行评价工作。在科学技术学术审议会上就文部科学省的研发评价工作的定位问题进行了讨论,本指针是在对评价工作的基本原则和思路归纳总结后形成的。
