破窗现象是人事管理工作失序的萌芽 美国心理学家曾进行过一项试验,即把两辆一模一样的汽车分别停放在中产阶级社区和相对杂乱的街道。把停在杂乱区的那一辆摘掉车牌,打开顶棚,结果不到一天就被人偷去;而停在中产区的 那一辆,一个星期也无人问津,于是他把车窗敲了一个大洞,结果仅过几个小时车就不见了。以这项试验为基础,政治学家威尔逊和犯罪学家凯林提出了一个“破窗理论”。他们认为:如果有人打坏一栋建筑上一块窗户玻璃,而又没有及时修复,別人就可能受到某些暗示性的纵容,去打坏更多的玻璃。久而久之,这些窗户就给人造成一种无序的感觉。结果,在这种公众麻木不仁的氛围中,犯罪就会滋生、蔓延。把这个理论运用到我们人事管理工作中,它至少告诉我们这样一个道理,
