产业升级与企业用工结构存在着较强的相关性,产业升级对企业用工增长存在转换效应,企业用工短缺又倒逼产业升级。企业员工素质跟不上产业升级的要求、没有形成相对稳定的产业工人主力军、中西部地区的经济崛起导致大量劳动力回流是江苏企业用工短缺的三个主要原因。对此,本文提出政府应发挥宏观调控作用,规范制度,搭建平台,强化服务,优化社会用工环境;企业应发挥主观能动作用,转变观念,构建文化,加强培训,营造员工成长环境。
There is a strong correlation between industrial upgrading and employment structure. The industrial upgrading has a conversion effect on the growth of employment of enterprises. The employment shortage of enterprises also forces industrial upgrading. The quality of enterprise staff can not keep up with the requirements of industrial upgrading, and the relative stability of the main force of industrial workers has not been formed. The economic rise in the central and western regions led to the return of a large amount of labor force. This is the three major causes of the shortage of employment of enterprises in Jiangsu. In this regard, this paper proposes that the government should play a macro-regulatory role, standardize the system, build a platform to strengthen services and optimize the social employment environment; enterprises should play a subjective and dynamic role, change concepts, build culture, strengthen training and create a staff growth environment.
