自从习近平总书记提出“新常态”以来,学术界从政治、经济、社会和文化等多方面进行了论述,同时也引发了社会各界的热议。中共中央办公厅、国务院办公厅颁布的《关于加强和改进新形势下档案工作的意见》等法规和措施顺应了社会发展,为档案管理进入“新常态”提出了规划和要求,为档案工作的创新和发展提供了契机。对此,档案管理要抓住机遇,根据“新常态”的要求进行改革创新,认清档案管理的新形势和新趋势,查找各种不适应“新常态”的问题,并提出相应的对策和改进措施。
