一九七七年五月,第三十届世界卫生大会通过决议,决定各国政府和世界卫生组织到“二○○○年世界全体人民都达到人人健康”。一、人人健康的含义是什么? 健康是一项基本人权,是全世界的一项目标,是关系到整个人类生存与繁衍的福利事业。《世界卫生组织法》规定健康是指“身体上、精神上和社会方面完全幸福的状态……”那么,人人健康的含义是什么呢?简而言之,就是实现世界卫生组织“人人达到尽可能高的健康水平”的这一目标,其最低限度是全世界所有人民都至少具有这样一种健康水平,即他们能够有成效地进行工作,能够积极参加所在社区的社会生活。要达到这样一种健康水平,每个人都应该享受到初级卫生保健。

To achieve such a level of health, everyone should enjoy primary health care.
