Early history of social welfare services provided by Hong Kong community Hong Kong’s social welfare was first initiated by the community. Prior to the Second World War, Hong Kong was merely a re-exporting port. Its economy was weak. Poverty was the crux of the social problems. Diseases, forced marriages, street children and the elderly were tragedies. Therefore, some patriarchal associations and organizations such as fellow associations are the first to sponsor these difficult people. In the meantime, many non-governmental organizations set up in response to the pressing needs at the time also started to provide some substantive assistance services.
