中国政府在就业问题上已经做了许多,就业政策不断出台,但效果并不明显,原因何在?是否做得不合适?这涉及到对政策的评估,同对其他事物的评估一样,对政策的评估需要计算政策实施的成本和收益。回头看看我们对解决中国就业问题所做的努力,无论理论研究层面或者政策操作层面,都很少计算政策实施的成本, 对于就业政策的收益也没有一个完整的指标评估体系。专家建议:一,对既有政策在实施过程中的实效要加强评估;二, 放弃收益不明显或者成本大于收益的政策,这就意味着少收税,老百姓也有了更多的钱去投资或者消费,这本身就有一个间接增加就业的作用。
