水利工程建设是为了使水资源得到更好的平衡,生态水利工程可以在一定程度上减少生态上的失衡,使水资源得到更好、更合理的利用。水利工程也有利于人们与水资源维持和谐稳定的关系,但是,目前水利工程存在各种问题,还没有彻底实现对生态环境的根本保护,甚至会造成水资源难以满足生态环境需求的结果,因此,只有制定出符合要求的原则才能实现对水资源合理的调度与使用,有利于生态指标的和谐稳定发展,更好地发挥生态价值。
