2005年1月1日,持续了40多年的世界纺织品配额制度终于宣告取消,世界纺织品贸易进入了一个新的时代,这是作为纺织品生产和出口大国的中国期盼已久的时刻。然而,好景不长,5月13日和18日,美国政府分别宣布对原产于中国的棉制针织衬衫等七类产品采取纺织品特殊保障措施。5月27日欧盟委员会又对原产于中国T恤和麻纱启动了纺织品特保措施程序。作为美欧启动纺织品特殊保障措施的共同依据——《中国加入世贸组织工作组报告》(以下简称《工作组报告》)242段再次成为人们关注的焦点。
