自20世纪70年代末以来,中国经历了从计划经济向市场经济转轨的大规模的社会经济变革。这场变革不仅改变了中国的社会经济状况,也对中国的公共治理带来了重要影响。中央劳动行政部门的变革为我们分析市场转型对公共治理的影响提供了一个很好的案例。长期以来,中央劳动行政部门是中央计划经济的支柱之一。自改革开放以来,为回应市场转型的挑战,中央劳动行政部门进行了不断的机构调整和职能转变。通过分析劳动部机构和职能的演变,本文认为,中国劳动政策领域开始出现了新的治理模式。
Since the late 1970s, China has undergone a massive social and economic transformation from a planned economy to a market economy. This change has not only changed China's social and economic conditions, but also has an important impact on China's public governance. The changes in the central labor administration provide a good case for analyzing the impact of market transition on public governance. For a long time, the Central Labor Administration has been one of the pillars of the centrally planned economy. Since the reform and opening up, in response to the challenge of market transformation, the Central Labor Administration has carried out continuous institutional adjustments and functional changes. By analyzing the evolution of the agencies and functions of the Ministry of Labor, this paper argues that a new mode of governance has begun to emerge in China's labor policy field.
