日前,在广西调研的中共中央政治局常委、国务院总理李克强在谈到转变政府职能等有关问题时说,纸上谈兵不如下马服务,要从过去坐等审批转向主动加强为企业为基层服务。事实上,一直以来,一些地方总是喜欢纸上谈兵,以文件落实文件,用汇报落实工作。尤其是中央的政策,老百姓“只闻楼梯响,不见人下楼”。
