最近,财政部发出《对“关于罚没财物管理办法”作两点原则修改的紧急通知》(下称“紧急通知”)和《关于政法机关查获全民所有制单位没有报案的被盗财物一律上缴国库的通知》(下称“通知”),这是对罚没收入和追回被盗财物在预算管理制度上的一项重要改革,有利于行政执法机关更好地严格依法办事,有利于加强国营企业、事业单位和机关团体保护国家财产安全的责任心。下面就这项改革的主要内容和目的意义作一简要介绍。
