本文的基本假设是,许多“天”灾实为人祸,是国家“越轨的”政治、经济决策和行动的直接结果。文章重点剖析土耳其近年来发生的三次大地震,通过查考突如其来的地震所造成巨大灾难的责任,探究国家权力、腐败、公司权力、一定限度内的有组织犯罪之间的动态关系。作者证明“责任、机会和压力”汇聚成国家犯罪,制造了地震灾难,包括大规模侵犯人权的事件。本文从人权的角度重新解释自然灾难,探索有关国家责任的主题。
The basic assumption in this article is that many “days” disasters are man-made disasters, and are the direct result of political, economic decisions and actions of the state “deviant”. The article focuses on analyzing Turkey’s three major earthquakes in recent years and examines the dynamic relationship between state power, corruption, corporate power and a limited extent of organized crime by examining the responsibility for the catastrophic catastrophe caused by the sudden earthquake. The authors show that “responsibility, opportunity and pressure” converge on crime in the country and create an earthquake disaster, including mass violations of human rights. This article reinterprets natural disasters from the perspective of human rights and explores the theme of state responsibility.
