群众文化事业在国家公益性社会文化事业中占有主导地位,具有龙头和示范作用,在社会主义事业建设中对规范社会文化市场和促进社会文明方面,具有导向作用。随着社会主义新农村的深入建设与发展,农村的经济发展水平和物质生活水平大大提高,与此同时,人们精神文化需求也不断提高。但是,当今农村群众文化发展还面临很多问题,文化事业还相对落后,如何在新的形势下进一步增强农村文化事业的发展,促进群众文化工作的开展,建立相应的创新机制,是现在群众文化工作中一个紧迫而又重要的课题。
