作者基于对现阶段我国经济运行状况的分析，认为，目前要维持经济的正常增长，一定幅度的通货膨胀是不可避免的。我们的目标，只能是防止高位通货膨胀，尽可能把通货膨胀控制在经济上比较合理和社会可以承受的限度内。作者认为，对通货膨胀要综合治理，标本兼治：深化财税改革，实现财政职能的根本转变；增加农业投入，加强农业基础地位；推进国有企业制度改革，提高经济增长的质量和效益；严格依法治税，加强财政监督；实现财政支出结构合理化；积极发展与整顿财政信用，改进财政资金的筹集与供应方式。
Based on the analysis of the present state of our country’s economic operation, the author believes that it is inevitable that a certain amount of inflation is inevitable to maintain normal economic growth. Our goal can only be to prevent high inflation and to keep inflation as far as possible within the more economically reasonable and socially acceptable limit. The author believes that inflation should be comprehensively managed and that both the symptoms and root causes should be tackled: deepening the reform of fiscal and taxation and realizing the fundamental transformation of financial functions; increasing agricultural input and strengthening the basic position of agriculture; promoting the reform of state-owned enterprises and improving the quality and efficiency of economic growth; Tax, strengthen financial supervision; rationalize the structure of fiscal expenditure; actively develop and rectify financial credit and improve the ways of raising and supplying financial funds.
