2009年中央经济工作会议明确指出:扩大就业是保障和改善民生的头等大事,要把促进就业作为经济社会发展的优先目标。2010年《政府工作报告》中特别强调:千方百计扩大就业,是保障和改善民生的头等大事。就业作为经济社会发展的优先目标,正日益成为自上而下的共识。在3月底召开的“就业优先战略”研讨会暨中国就业促进会专家委员会成立大会上,人社部副部长、中国就业促进会会长张小建指出,人力资源社会保障部已将就业优先列为“十二五”就业规划的方针和主线,并强调贯彻落实“就业优先”的发展战略要做到四个“必须”(见本刊2010年第4期)。会议期间,与会专家们围绕就业优先战略这一主题,就宏观经济决策与就业弹性、转变就业方式、城镇化与农民工就业、就业结构转变等进行了精彩演讲和热烈探讨。专家们建言献策,为就业工作提供了许多有益的思路。
In 2009, the Central Economic Work Conference made it clear that expanding employment is the top priority for safeguarding and improving people's livelihood, and promoting employment as a priority target for economic and social development. In 2010, the “Report on the Work of the Government” stressed in particular: Do everything possible to expand employment, is to protect and improve people's livelihood of top priority. Employment, as a priority goal of economic and social development, is increasingly becoming a top-down consensus. At the “Employment Priority Strategy” seminar held at the end of March and the establishment of the China Employment Promotion Association Expert Committee, Zhang Xiajian, vice minister of the Ministry of Social Welfare and president of China Council for the Promotion of Employment, pointed out that the Ministry of Human Resources and Social Security has prioritized employment For the “Twelfth Five-Year” employment planning guidelines and main lines, and stressed the implementation of “employment priority ” development strategy to achieve four “must ” (see article 4 of 2010). During the conference, participating experts focused on the theme of employment priority strategy and gave wonderful speeches and heated discussions on macroeconomic policy-making and employment flexibility, changing employment patterns, urbanization and employment of migrant workers, and changes in the employment structure. Experts offer advice and suggestions, which provide many useful ideas for employment.
