一、福建省科技投入的现状 改革开放以来,福建省委、省政府在经济发展过程中,针对各个阶段的科技发展需要,对科技投入工作都作出了相应的有关规定。1991年8月,中共福建省委在“依靠科技,振兴福建经济的决定”中重申每年省财政对科技三项费用事业费的拨款均以不低于10％的幅度增长,在“八五”期间,增拨专款4000万元,建立科技开发基金,重点用于发展高新技术,工农业科技进步项目,改善科研条件,科学普及工作和人才奖励资助,每年拿出1000万元作为科技开发周转金。地、市、县每年要从本级财政总支出预算中安排不低于1％作为地方科技三项费用,要适当增加地(市)农科所等独立科研单位的事业费。凡有自有资金和征收费的经济主管部门,
