近几年来,我国城镇住房保障方面有了大幅度的提高和改善,公共投入的增加在一定程度上也保障了住房的融资,但是仍有些问题制约和影响了保障性住房的融资。目前,我国居民人均收入虽然得到了普遍的提高,但是对于住房的刚性需求仍然较大,而且公共住房的公益性和保障性都注定了其低收益甚至负收益。对于目前市场而言,以往的融资手段显然已经不能满足时代发展的需求了,而单方面的依靠省市及地方财政来实现融资又不理想。实现保障性住房融资的长期性和稳定性是住房保障事业在未来发展必须要解决和改善的问题。本文主要通过对保障性住房融资的方式选择上进行探讨,分析其融资方式中存在的风险,并制定和采取相应的措施加以防范,为全面推进保障性住房的建设。
In recent years, China’s urban housing security has been greatly improved and improved, the increase in public investment to some extent, also guaranteed the financing of housing, but there are still some problems that restrict and affect the financing of affordable housing. At present, although the per capita income of our country’s residents has been generally improved, the rigid demand for housing is still large, and the public welfare and security of public housing are bound by their low yield and even negative return. For the current market, the previous means of financing apparently can no longer meet the needs of the development of the times, and unilaterally rely on provincial and municipal finances to achieve financing is not ideal. Realizing the long-term and stable financing of affordable housing is a problem that must be solved and improved in the future development of housing security. This article mainly discusses the ways of financing of affordable housing, analyzes the risks existing in the financing methods, and formulates and takes appropriate measures to prevent it, in order to promote the construction of affordable housing.
