卫生防病单位(包括一切预防医学机构)与医院、研究所工作不同点之一,在于它具有较强的政策性、行政性,因此,不只是这类单位的办公室每天要有大量的“文书”往来,它的各个业务科室,几乎所有人员都离不开“一支笔、一张纸”,要经常地制发各种各类的“公文”。但是,目前比较普遍的是文风不正,“公文”质量低。作者从这平凡而重要的、繁琐而科学的“文书”工作中,论述了“文书的撰写与管理”,从理论到实践,从现状到展望,为我们阐述了“公文”的重要性和基本要求,无疑会对提高卫生防病单位的文书质量,端正文风大有补益。我版拟分四期连续刊出,以飨读者。
One of the differences between health and disease prevention units (including all preventive medical institutions) and hospitals and research institutes is that it has strong policy and administrative characteristics. Therefore, not only is the offices of these units required a large number of “paperworks” every day. “In the past, almost everybody in its various business departments is inseparable from ”a pen and a piece of paper.“ It is necessary to formulate various types of ”documents" on a regular basis. However, what is more common now is that the style of writing is not correct and the quality of the “document” is low. The author discusses the “writing and management of documents” from this mundane and important, tedious and scientific “document” work, from theory to practice, from the status quo to the outlook, and expounds the importance and basics of “documents” for us. The demand will undoubtedly greatly improve the quality of the documents of the health and disease prevention units, and will greatly benefit the body style. My version is intended to be published in four consecutive periods for readers.
