目的:了解内蒙古宁城县乡镇卫生院新型农村合作医疗住院全报销政策实施情况,提出有效实施的建议,为其进一步推行提供参考。方法:通过机构调查法收集宁城县住院全报销政策的相关资料,并从政策分析的角度对其进行分析评价。结果:住院全报销政策起到了优化卫生资源、减轻农民治病负担和促进乡镇卫生院发展等积极作用;但也面临着医疗机构道德风险、患者过度利用医疗服务及乡镇卫生院服务能力低等问题。结论:政府应通过调整支付标准、加强监管及提高卫生院的服务能力等保障这一政策的有效实施。
OBJECTIVE: To understand the implementation of the new reimbursement policy for new rural cooperative medical institutions in township hospitals in Ningcheng County, Inner Mongolia, put forward suggestions for its effective implementation and provide reference for its further implementation. Methods: To collect the relevant information of hospital reimbursement policy of hospitalization in Ningcheng County through institutional investigation, and analyze and evaluate it from the perspective of policy analysis. Results: The whole hospital reimbursement policy played a positive role in optimizing health resources, reducing farmers’ burden of treating diseases and promoting the development of township hospitals. However, they also faced the problems of moral hazard of medical institutions, over-utilization of medical services by patients and low service capacity of township hospitals . Conclusion: The government should guarantee the effective implementation of this policy by adjusting the payment standards, strengthening supervision and improving the service capacity of hospitals.
