进入21世纪后国际基本医疗保障制度改革出现趋同,走向“第三条道路”。本文采取二维坐标分类方法,将基本医疗保障制度“第三条道路”的内涵界定为强制私营健康保险;探讨“第三条道路”兴起的原因,分析了强制私营健康保险何以有助于达成医改双目标的内在逻辑;并从实现医疗保障全覆盖出发,论述了引入强制保险机制的必要性。
Since the 21st century, the reform of the international basic medical insurance system has been converging towards the “third road”. This paper adopts a two-dimensional coordinate classification method to define the connotation of the basic medical insurance system “third path ” as compulsory private health insurance; discusses the reasons for the rise of “third path ” and analyzes why compulsory private health insurance Help to reach the inherent logic of double targets of medical reform; and starting from the full coverage of medical insurance, discusses the necessity of introducing compulsory insurance mechanism.
