周恩来对环境保护工作的认识,是从上世纪七十年代开始的。随着中国工业的发展,环境也随之不断恶化,周恩来最先认识到环境保护工作的重要性。通过召开全国环境保护会议,制定环保法规,设立国务院环保机构,将环境保护工作上升到国家意志,并且提出了具有中国特色的“预防为主”、“综合利用”的方针,为中国环境保护工作的发展奠定了基础。
Zhou Enlai’s understanding of environmental protection work started from the seventies of last century. With the development of China’s industry, the environment has also continued to deteriorate. Zhou Enlai first realized the importance of environmental protection. Through the convening of a national conference on environmental protection, enacting laws and regulations on environmental protection, establishing an environmental protection agency under the State Council and raising the environmental protection work to the will of the state, the principle of “prevention-oriented” and “comprehensive utilization” with Chinese characteristics has been proposed China’s environmental protection laid the foundation for its development.
