11月22日,国土资源部、住房城乡建设部联合下发紧急通知,要求全面正确领会十八届三中全会精神,坚决遏制在建、在售小产权房行为。11月23日,北京市清理整治了3处小产权房项目。11月24日,两部又在北京召开视频会议,部署整治小产权房行动。国土资源部副部长徐德明指出,农村集体经营性建设用地入市必须以严格用途管制、符合用地规划为前提,“这是硬杠杠,绝不能违背,更不可逾越”。
