新中國的人民,由於物質生活的逐步改善和政治覺悟的不斷提高,在文化教育方面的需要也日益增長,入學的人數逐年激增。盡管幾年來全國中、小學有了很大的發展,但仍不能满足人民的需要,仍有大量學齡兒童不能入學。大量小學畢業生不能升學,而今年的小學畢業生升學問題比往年更爲嚴重,引起了我們的黨和人民政府的深切關懷,必須適當地加以解决。問題的性質非常清楚,這顯然是勝利和發展途中很難避
Due to the gradual improvement of material life and continuous improvement of political consciousness, the people of New China also have an ever-increasing need for education in culture. The number of students enrolled has surged each year. Although the primary and secondary schools in the country have greatly developed in recent years, they still can not meet the needs of the people. There are still a large number of school-age children who can not enroll in schools. A large number of primary school graduates can not go to school, and this year’s primary school graduates have become more serious than in previous years. This has aroused the deep concern of our party and people’s government and must be properly resolved. The nature of the problem is very clear, which is obviously hard to avoid on its way to victory and development
