在当前的经济分析文章中,有两个经常的主题。一个是全世界的经济空前的相互依赖。另一个是全世界的经济承受着日益加剧的压力。但是,关于相互依赖,人们往往忽略一个事实:即相互依赖的概念只适用于主要资本主义国家之间的关系,而第三世界与经济发达国家间的关系却与其说是相互依赖,不如说是依赖罢了。经济发达国家与第三世界之间那种错综复杂的政治经济关系,恰恰是强者剥削弱者的关系。今天,发达国家正通过这些关系将相当部分的经济危机的重担,转嫁在不发达国家的肩上。关于第二个主题,传统的分析只看到当前的经济困难是由一种暂时感染了全部经济组织的病毒引起的,而忘了这种病毒只是在攻击一个早已患病的躯体罢了。我们不妨以美国为例,首先回顾一下当前发达国家危机的历史背景与主要特征;然后再以拉丁美洲为例,考察它们对第三世界的影响。
In the current economic analysis article, there are two recurring themes. One is the unprecedented economic interdependence of the entire world. The other is that the world economy is under increasing pressure. However, regarding interdependence, one often overlooks the fact that the concept of interdependence applies only to the relations among the major capitalist countries, and the relations between the third world and the economically developed countries are not so much interdependent as they are Depend on it. The intricate political and economic relations between economically developed countries and the third world are precisely the relations between the powerful and those who exploit the weak. Today, the developed countries are transferring the burden of a considerable part of the economic crisis on the underdeveloped countries through these relations. With regard to the second theme, the traditional analysis only shows that the current economic difficulties are caused by a virus temporarily infected by all economic organizations, and that the virus was forgotten only to attack a body already bad. Let us take the United States as an example. Let us start with a review of the historical background and major features of the current crisis in the developed countries. Then we will take Latin America as an example to examine their impact on the Third World.
