全国两会前夕火热出炉的楼市调控“国五条”细则,反倒成了看涨二手房价的催化剂,与抑制投机、投资需求的改革初衷背道而驰。3月18日国家统计局发布的最新数据显示,2月份全国70个大中城市中,新建商品住宅、二手住宅价格环比上涨的城市数量扩大到了66个。房价涨幅已经接近2010年4月份12.8%(其中新建商品住宅价格涨幅为17.3%)的历史高位。
