改革开放以来,顺应社会经济改革形势,专员办经历了几次重大变革。2013年全国专员办负责人会议上,财政部提出“财政监督与专员办职能转型”的口号。两年来,各地专员办积极探索,推动专员办转型取得了实质性进展。本期专题“全面深化改革背景下专员办转型探讨”不仅全面回顾了专员办改革历程,系统梳理了专员办推进转型的典型经验与做法,还特邀部分专员就深入推进专员办转型展开探讨,为推进全面深化改革背景下专员办与财政监督工作转型提供参考。
