在世界经济一体化的趋势形成之后,我国实行了近30年的计划经济体制已经明显地不适应形势的需要,改革开放成为科技进步、经济发展、民族昌盛、国家富强的客观要求,改制则成为企事业单位浴火重生的涅□之路。企业改制成功,走向市场的例子比比皆是,而事业单位经过改制后获得新生也已司空见惯,不再成为新闻和谈资。可是,江苏省煤矿研究所的改制却使一个原本具有雄厚科研实力并大有成功改制希望的专业研究所陷入了濒临灭亡的境地。
