卫生部印发的2011年卫生工作要点指出,2011年卫生工作的总体要求是:全面贯彻党的十七大和十七届三中、四中、五中全会以及中央经济工作会议精神,以邓小平理论和“三个代表”重要思想为指导,深入贯彻落实科学发展观,按照党中央、国务院的决策、部署,以健全国家基本药物制度和加快公立医院改革试点工作为重点,全面完成2009～2011年五项重点改革任务,做好重大疾病防控和医疗卫生服务工作,加强食品药品安全监管,促进中医药发展,统筹推进各项卫生工作。
