各地区行署,各市、县、自治县人民政府,柳铁,区直各委、办、厅、局:当前我区土地、山林、水利纠纷(简称“三大纠纷”)案件积压比较严重,尤其是跨地(市)案件,调解处理进度缓慢。到1999年9月底,全区共积压跨地(市)“三大纠纷”案什325起,涉及纠纷面积36.96万亩。严重影响了各地(市)周边地区的社会稳定和经济发展。为了进一步做好我区跨地(市)“三大纠纷”案件的调处工作,
