2012年是实施“十二五”规划承上启下的关键年,全省上下紧紧围绕“三强一富一美”目标,准确把握稳中求进的工作总基调,认真贯彻中央预调微调重大决策部署,及时出台保增长的若干措施意见,努力实现发展与转型有机结合、经济与社会发展同步,更加突出保障和改善民生,教育、文化、卫生等社会事业发展稳步推进、势头良好,上半年全省经济社会稳健起步、走向趋升,基本实现了时间任务“双过半”。一、上半年社会发展形势(一)民生工程加快实施。一是制定出台《陕西省2012年民生工程实施方案》。计划今年我省实施91类、3200多个民生工程项目,总投资937亿元,其中基本建设投资186亿元。上半年基本建设项目
