以人为本、关注民生,是党的十七大的重要内容。浙江省作为一个人口流入大省,做好流动人口的服务管理工作,是全面贯彻落实十七大精神的一个重要方面。为此,首先要牢固树立以人为本、民生优先、服务与管理并重的执政理念;其次要探索建立适应新时期流动人口服务和管理的新体制、新机制;第三要积极稳妥地改革户籍管理制度,不断推进流动人口服务管理社会化,从而将流动人口的巨大能量转变为促进当地经济社会发展的积极推动力,避免和化解其中的矛盾、冲突、不安定因素所造成的负面影响和消极作用,促进流动人口和流入地人口和睦相处,共生共荣,最终实现全面小康社会的目标。
