“三农”问题始终是关系我国经济和社会发展全局的重大问题,为了做好“三农”工作,逐步实现党和国家关于建设社会主义新农村的伟大目标,本文试图从三个方面来破解“三农”难题:第一,改革政府公共财政,发展农村公共服务事业;第二,重构政府农业管理部门的组织结构,建立“三农经济综合管理局”,培养专业的“三农”管理人员;第三,大力发展县域经济,促进新农村建设。最后指出,我们只有坚持以人(农民)为本和科学的发展观,充分发挥社会各阶层的力量,才能逐步实现新农村建设的伟大目标。
The issue of “agriculture, rural areas and farmers” has always been a major issue that affects the overall economic and social development in our country.
