随着一个个建设厅长和高速公路总指挥的倒地,国家建设工程的腐败成为令人瞩目的焦点。在预防和挖掘这类腐败中,国家审计发挥着极大的作用。但是,自《合同法》实施以来,国家审计的地位变得尴尬起来。从长治市审计局得到的信息显示,一段时间以来,包工头告建设单位的案件全部以包工头胜诉告终。在这些案件中,审计结论不被作为证据采信,仅仅是引发诉讼的“罪魁”。
With the fall of one director of construction and the commander of the expressway, the corruption of the national construction project has become the focus of attention. National audits play a huge role in preventing and extracting such corruption. However, since the implementation of the Contract Law, the status of national audit has become embarrassing. Information obtained from the Changzhi Municipal Bureau of Audit shows that for some time, the construction contractors accused the construction unit of all cases of winning by the contractor. In these cases, the audit findings are not taken as evidence and are merely the “culprit” triggering the lawsuit.
